Summoned by the assailant behind the attacks on Phoenix Festa contestants, Julis heads for the Redevelopment District. There she finds Silas waiting for her. He tries to intimidate her into withdrawing from the Phoenix Festa, but just then Lester, also summoned by Silas, arrives, and he and Julis team up to take on Silas. But they soon find themselves struggling against the horde of puppets Silas has under his control.
